North Carolina Tax Details

The North Carolina Department of Revenue made a few changes for the 2021 tax year.

North Carolina did not follow all the provisions of the federal Consolidated Appropriations Act, so some items of income that are excluded for federal AGI may need to be included as additions to North Carolina income on Form D-400 Schedule S Part A.

For tax year 2021, North Carolina conformed to the federal treatment of expenses paid with forgiven PPP loans. As such, for tax year 2021, taxpayers are not required to add to federal AGI the amount of expenses paid with forgiven PPP loan proceeds.

For itemized deductions, North Carolina conforms to federal law that allows taxpayers to deduct medical and dental expenses that exceed 7.5% of federal AGI. However, NC limits charitable contributions to 60% of federal AGI, not 100%. Business meal expenses are also limited to 50%.
