What is minimum essential healthcare coverage in Vermont?

You can answer "Yes" if you had health insurance for all of 2025.

This includes health insurance paid in another state. It could also include insurance you didn't pay for.

Minimum essential coverage includes:
  • Employer-sponsored plans, including COBRA and retiree coverage
  • Individual health coverage
  • Marketplace insurance from healthcare.gov or a state exchange
  • Medicare
  • Medicaid
  • CHIP, TRICARE, veterans health care programs, and Peace Corps Volunteer plans.
Other plans may also qualify. Your health coverage provider should be able to let you know if your plan qualifies.

For further guidance see the Types of Minimum Essential Coverage  in the Form 8965 instructions.
