Licenses related to your business are entered on the Business Income (Schedule C) screen.

Menu Path: Deductions/Credits > Other Deductions/Credits > Employee Business Expenses
If you have license expenses related to your employment as an Armed Forces reservist, qualified performing artist, fee-based state or local government official, or an employee with impairment-related work expenses, you can deduct those expenses on the Employee Business Expenses screen.

If you have employment-related license expenses unrelated to the types of employment listed above, ask your employer whether your license expenses are covered under your employer's reimbursement plan.

Auto licenses are usually not deductible. If your state has a vehicle registration tax that is based on the value of the automobile, then that part of the fee is deductible as a personal property tax (see Auto Registration).
