Each state and IRS campus has at least one local Taxpayer Advocate, who is independent of the local IRS office and reports directly to the National Taxpayer Advocate. The goals of the Taxpayer Advocate Service are to protect individual and business taxpayer rights and to reduce taxpayer burden. The Taxpayer Advocate independently represents your interests and concerns within the IRS. This is accomplished in two ways:

Ensuring that taxpayer problems which have not been resolved through normal channels are promptly and fairly handled.

Identifying issues that increase burden or create problems for taxpayers, bringing those issues to the attention of IRS management, and making legislative proposals where necessary.

Who May Use The Taxpayer Advocate Service?

You may be eligible for Taxpayer Advocate Service assistance if one or more of the following situations applies to you:

You are experiencing economic harm or significant cost.

You have experienced a delay of more than 30 days to resolve your tax issue.

You have not received a response or resolution to the problem by the date that was promised by the IRS.

Basically, the Taxpayer Advocate is available to you if the IRS is ignoring you when you call or write about a problem, or if you are suffering an economic hardship such as losing your business or credit. You usually need to try and go through the normal IRS channels first before you contact the Taxpayer Advocate.

The service is free, confidential, tailored to meet your needs, and is available for businesses as well as individuals. There is at least one Local Taxpayer Advocate in each state, as well as in Puerto Rico and the District of Columbia. Because they are part of the IRS, Advocates know the tax system and how to navigate it. If you qualify, you will receive personalized service from a knowledgeable Advocate who will listen to your situation, help you understand what needs to be done to resolve it, and stay with you every step of the way until your problem is resolved.

You can find the mailing address and phone number of your local Taxpayer Advocate by going to the TAS Contact website. If the IRS puts a levy on my wages and seizes my car, I will be unable to pay the rent on my apartment and I will be unable to get to my job.

The IRS has rejected the installment agreement I mailed to the IRS on April 7, 20xx requesting a monthly payment of $200. The IRS wanted a monthly payment of $600 for the installment agreement which I cannot afford and would cause me to be unable to pay for my basic living expenses such as food, rent, and car payment. I have made 3 phone calls to the IRS. I spoke to Mr. Williams at the IRS on May 2, 20xx, he told me he would look into the problem, but never called me back. I spoke to Ms. Johnson on June 23, 20xx and she said that my proposed monthly installment agreement payment was too low and there was nothing she could do about it. I spoke to Mr. Smith on July 22, 20xx and was told that I needed to pay the full tax bill to the IRS or have my wages and assets seized. I asked for his supervisor and spoke to Ms. Edwards. Ms. Edwards said that the final IRS notice had been mailed and that I needed to pay the full tax bill or have my assets levied and seized.

Please help me to stop the IRS from seizing my assets and levying my wages.
