Yes, you have to claim your child as a dependent on your tax return in order to take the American Opportunity Credit or Lifetime Learning Credit for that child.

If your child claims themselves on their own tax return, you can't take an education credit for them on your return. Whoever claims the child gets to take the credit. It doesn't matter who actually paid the tuition.
