Certificate numbers 8200 and higher qualify for the Program 4.0 credit. You'll need to fill out and file Form 3541 with your return to claim this credit. Enter the total available credit amount from line 12 unless you are making the irrevocable refundable credit election. If you make the refundable credit election, the credit amount to enter will be calculated on Part IV, Line 25.
You can make an irrevocable election to have this credit be treated as a refundable credit. This election allows you to get any credit amount over your tax amount as a tax refund over 5 years starting the year you claim the credit.
