Why can't I use my email or phone for verification?

You chose to use the Authenticator App Verification and Emergency Codes to be your only 2-Step Verification methods. You don't have the option to use your email or phone to verify your identity. If you don't have access to the Authenticator App or your Emergency Codes, you can't gain access to your account and you'll have to create a new one.
